Penelope Solis is a Senior Research Manager at ATLAS CLARITY LLC and Health Equity Outcomes (HEO) where she leads and supports clients through the design, implementation, and evaluation of data-driven solutions to support next-generation healthcare delivery.

Her areas of expertise include healthcare quality improvement, registry development and maintenance, performance measurement, and appropriate use criteria for pharmaceutical companies, device manufactures, patient organizations and medical societies.

As a Research Scientist at Avalere Health, just prior to Atlas Clarity LLC, Penelope focused on stroke, cardiovascular disease, chronic kidney disease, maternal health and several neurological diseases and issues.

Other experiences include her work for the American Society for Clinical Oncology (ASCO) and the American College of Cardiology (ACC).  At ASCO she focused on identifying mechanisms to expedite the release of guidelines and associated measure development.  At ACC she led review of inpatient registry submissions for CMS certification.   Penelope is familiar with and has provided analysis of CMS’ Quality Measurement Blueprint, has provided input to inpatient and outpatient prospective payment system rules, has served as staff lead for the ACC and American Heart Association (AHA) Task Force on Performance Measures and is responsible for developing and updating cardiovascular performance measures sets and methodology documents.

Penelope has a JD from Boston University School of Law and a BA from The University of Chicago.
